To figure out if you are eligible to start a business in Germany you should first of all clear up if your residence status enables you to establish such an activity. Therefore, we recommend you to contact your Foreigners’ authority (“Ausländerbehörde”). If you, for example, hold a settlement permit (http://www.make-it-in-germany.com/en/for-qualified-professionals/visa/living-permanently-in-germany/settlement-permit) you have the unrestricted right to live in Germany with your family and moreover, you are free to work as an employee or take up self-employment.
Besides, there are many public information centers, which will advise you as you set up your own business.
