If you are looking for private investors in Germany, you should make sure to apply for the INVEST - grant for venture capital (www.bafa.de). This public instrument aims to support private investors providing seed funding for start-ups. The angel investors receive a grant of 20% of their investment when investing between 10,000 Euro and 250,000 Euro into young, innovative start-ups. Companies that are eligible for the INVEST grant tend to be more attractive towards business angels. To actively look for an angel investor, you can make use of the regional angel networks, which are members of BAND (www.business-angels.de).
If you are looking for public funding, I'd recommend you turn directly to either High-Tech Gründerfonds (high-tech-gruenderfonds.de) or KfW Bankengruppe (www.kfw.de) or take a look at the recently launched venture capital fund coparion (coparion.de).
