Child Care Business in Germany: Loan?

I have a Bachelor of Business Administration from the USA and a Master of Business Administration from France. I live in Madagascar and I am originally from this country. I am interested to open up a child care business in Germany. The following federal German website www.existenzgruender.de says, that as Non-EU-national like myself, it is possible to get a loan to create a business, that will contribute to the satisfaction of the needs of the population in Germany, and the website mentions your contact address. Therefore, could you please explain me the procedure to get such a loan? I look forward to hear from you soon. Best regards.

Our programmes also offer financing for customers from abroad if the company and the investment is in Germany. To apply for our programmes please get in contact with a retail bank in Germany. If they are willing to finance the project they will forward the forms to us.
