A1 certificate for self-employed work?

I have a question concerning German self-employed. I am in need of information concerning social security of self-employed workers with residence in Germany who wish to work in another EU-country. It is obligatory for self-employed from EU-countries, while working in another EU country, to have A1 certificate. I have been informed by one self-employed who is resident of Germany and who I wish to hire in Belgium that for German self-employed who work in Belgium A1 certificates are not necessary and are not issued by the relevant authorities. I would like to verify that information before I hire such a person.

They also need to ask for an A1 certificate. Information can be found on the internet site of the German Liaison Agency Health Insurance International (Deutsche Verbindungsstelle Krankenversicherung - Ausland). They have among other things a brochure about "Working in Belgium – Information on Social Security" (Arbeiten in Belgien - Informationen zur Sozialversicherung unter Berücksichtigung der EG-Verordnung 883/2004) and the forms that need to be filled out (see http://www.dvka.de/oeffentlicheSeiten/ArbeitenAusland/Entsendung.htm).
